Which USD/VND number this is, and which it is not. Vietnam quotes several rates that do not move together. This is Vietcombank's sell rate — what an importer pays to buy dollars — chosen because it is a real transactable price and the bank Vietnamese media treat as the benchmark. It is not the State Bank's central rate (tỷ giá trung tâm), and not the free-market rate, which can move the other way.

That means this briefing cannot tell you where the bank rate sits inside the ±5% trading band, which is the cleanest single gauge of pressure on the dong. What these are, and what they are not. SCFI is the container spot rate out of Shanghai and the number the shipping press quotes. SEAFI is the same exchange's Southeast Asia container index — the closest free thing to a Vietnamese rate, with Ho Chi Minh City as one of its six legs. CDFI is dry bulk into China, the channel that sets input freight for the steel names and for imported coal, and CTFI is crude tanker. None of these is a rate a Vietnamese shipper pays. They are Chinese benchmarks, used because no Vietnamese one is published free and because exporters across the region book the same services out of the same ports.

Two limits worth knowing. The container indices publish once a week, on a Friday — a move that happened on Tuesday is not in them yet. And there is no free history: the exchange's own chart endpoint is subscriber-only, so the '1 month' column stays empty until this file has been running for a month. What is stored grows forward from the first run and can never be backfilled.

What a move in these WOULD mean — interpretation, not reporting

Everything above is measured. Everything in this block is a standing explanation of the mechanism, written in advance. It is not a claim that any of it is happening now, and the agent has not checked whether it is.

• A rising USD/VND (weaker dong) raises the cost of anything Vietnam imports and of dollar debt, which weighs on importers and companies borrowing in dollars. It flatters exporters, whose dollar revenue converts into more dong. It also tends to coincide with foreign investors selling, because a falling currency eats their returns before the shares even move.
• A rising oil price helps Vietnam's crude exporters and upstream names, and hurts anything that burns fuel — airlines, shipping, road transport — and lifts input costs broadly. Vietnam is on both sides of this trade, so a single oil move does not point one way for the market as a whole.
• Brent is a leading indicator of pump prices, not the input to them. Vietnam's retail fuel formula is built on Singapore (MOPS) refined-product prices, which are a commercial subscription product and are not in this pipeline.
• Rising container freight raises the delivered cost of everything Vietnam sells abroad. Who absorbs it depends on the contract, so it squeezes exporters' margins where they ship on their own account and shows up as a price rise to the buyer where they do not. It flatters the shipping and port names, which earn it. Rising dry bulk freight works the other way for the steel makers, whose iron ore and coking coal arrive by bulk carrier.
